I think the most difficult thing is deciding when the small business is large enough to justify its own IT department. I agree totally with your points. I'd also add that, unlike an employee, relationships with another company are contracts which can be broken much more easily by either side. Employing the wrong person can cause lasting consequences if you can't terminate their employment or if they protest your termination. Outsourcing contracts are much more clear cut.
