I handle various projects on Management Systems implementations that includes among others, QMS (Quality Management Systems), EMS (Environmental Management Systems), and EHS (Environment, Health and Safety Standards). Any of these management systems normally requires conforming to a specified national and/or international standard, most popular of which are those standards formulated and published by ISO (International Standards Organization). If there are common denominators in the implementation of any of these management systems, those would be the primary involvement of the HRM (Human Resource Management) Department and the provision for Emergency Response.
Emergency Response Management (ERM) in an organization involves primarily the task of preparing for the inevitable, like threats to properties, business processes, and employees’ lives. Usually it entails formulating policies and procedures to prevent and/or mitigate the impacts of these threats when they occur.
Roles and Responsibilities of HRM on ERM
1. Selection and Training of ERM Personnel.
To ensure that these emergency response mechanisms are in place and will be implemented properly when called for, personnel are chosen and trained to execute them. Among the important trainings (and certifications where required) are on First Aid basics, Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), Fire Fighting basics, Search and Rescue operations, and more. In all these, the HRM Department is in the forefront on coordination, facilitating or providing the required training.
2. Communication.
In addition, they initiate the cascading of ERM policies and procedures to ensure that employees are aware and will respond to any emergencies as planned, as their response is very crucial to the effective implementation of the ERM.
3. Internal Audit and Evaluation.
Lastly, the HRM is primary responsible for coordinating the periodic audit of the ERM system to ensure its integrity. In most cases, this also includes conducting and evaluating scheduled emergency response drills.
